系統基本架構

Centralized Database

警政署資訊室設置有 NEC S3800超級電腦系統，採雙主機複合運作方式，
負責所有資料之登錄、管理、及提供線上查詢。

Local Replication (各縣市警察局)

各縣市警察局則設置NEC S3400(北高兩市為S3600)中(大)型電腦系統。
與 Central Database 以微波通訊傳遞訊息。

配置有NEC S3300小型電腦， 並以專用線路與其警察局之NEC S3400系統連接。

大部份的線上查詢之處理仍集中至 Central Database

各縣市警察局之中型電腦系統僅作為支援警察局相關資訊業務及轉接線上查詢之用。

為了改善系統之回應時間，曾將查詢量高而資料量少之檔案及相關軟體，
如通緝、失蹤人口、失竊車輛等拷貝至各警察局之電腦系統，
以分擔NEC S3800之負荷。

規劃目標

運 用 輕 巧 的 掌 上 型 電 腦 ， 提 供 員 警 在 執 勤 時 的 第 一 層 過 濾 ，
以 減 少 勤 務 指 揮 中 心 之 代 查 詢 負 荷 ， 並 提 高 執 勤 效 能 。

勤 務 指 揮 中 心 在 開 放 查 詢 時 ， 可 借 由 螢 幕 或 報 表 ，
獲 悉 目 前 巡 邏 車 使 用 警 車 終 端 機 之 狀 況 ，
間 接 掌 握 各 巡 邏 車 之 出 勤 狀 況 ， 達 到 出 勤 任 務 之 管 理 工 作 。

系 統 架 構

Features
警 車 終 端 機 (手 機 )可 線 上 作 業 (Online， 這 部 份 目 前 上 未 完 成 )，
或 者 離 線 作 業 (Offline)。
基 地 台 更 新 資 料 時 ， 停 止 終 端 機 線 上 查 詢 。
線 上 查 詢 時 需 輸 入 警 車 代 號 及 密 碼 。
離 線 作 業 則 依 查 詢 輸 入 車 牌 或 身 份 證 號 碼 查 詢 ，
查 詢 結 果 僅 為 是 或 否 ， 詳 細 資 料 尚 須 於 固 定 終 端 機 查 詢 。
由 於 終 端 機 僅 由 RAM儲 存 資 料 ， 其 內 容 如 三 天 未 更 新 則 資 料 自 動 失 效 ， 以 防 遺 失 。
離 線 作 業 內 容 包 含 失 竊 車 輛 、 通 緝 、 刑 案 資 料 、 及 失 蹤 人 口 等 。
數 據 機 傳 輸 速 度 1200bps。
線 上 查 詢 回 應 時 間 2秒 ， 離 線 查 詢 回 應 時 間 1秒 以 內 。
具 Collision Resolution(Random Delay)功 能 。
具 中 英 文 處 理 能 力 。
具 錯 誤 檢 測 能 力 。

優 缺 點 探 討 :
主 要 之 功 能 為 查 詢 ， 不 具 線 上 更 新 能 力 。
目 前 之 使 用 情 形 ， 如 終 端 機 未 能 及 時 更 新 ， 則 無 法 查 詢 最 新 資 料 。
另 基 地 台 資 料 之 更 新 為 每 日 由 警 政 署 於 固 定 時 間 下 載 ， 未 能 掌 握 即 時 資 料 。
手 機 保 密 機 制 不 夠 週 密 。 但 因 手 機 所 含 之 資 料 甚 為 有 限 ， 安 全 之 顧 慮 不 大 。
數 據 機 傳 輸 速 度 僅 1200bps， 無 法 傳 輸 影 像 資 料 。

Thirty -Nine Connecticut Towns' 600 police cars are equipped with high-speed wieless laptop computers. Police officers will be able to send information to other officers, and connect to state and federal databases for information on suspects, vehicles and stolen property.

SNET provides network services and CDPD(Cellular Digital Packet Data) provides error-free and rapid data transmission.

Guilford Police Department

The Guilford Police Department has completed their wireless data communications pilot using Telepartner International's mobile computing software and SNET Mobility's Cellular Digital Packet Data network services. That allows officers to gain vital suspect information and complete paperwork while remaining in the field. The officers are equipped with laptop computers with Telepartner's software solution and wireless modems. The laptops enable them to access their AS/400 applications and data in Guilford, the state's mainframe "COLLECT" system in Hartford, CT, the National Crime Information Center in Washington, DC, and the National Law Enforcement Telecommunication System, in Phoenix, AZ. In addition, software developer Diversified Computer Systems(DCS) designed a reporting system that allows the officers to access and file reports from their laptops over the CDPD network.

Other police departments using wireless computers are Alexandria Police Department, VA, Ft. Lauderdale Police Department, Fla, Charlotte-Mecklenburg Department, NJ. The information services provided by these systems are similar to the previous two systems, i.e., secure accessing information and sending information with mobility. Some application also has the ability to transmit image data.
